Manitowoc County EMS Association Meeting Minutes 12/3/2025
Host: Valders Fire/EMS
The 12/3/2025 meeting of the Manitowoc County EMS Association was called to order at 1900 by the president. The meeting is held in person and virtually. The educational portion of the meeting was held first with a presentation by Chris Dallas, MABAS representative speaking on fire ground rehab. He also referred to policy128 MABAS which medical control is reviewing some of the parameters. Dr. Martens also spoke on hypothermia. Education for 0.5 hrs. and the meeting began at 1931. The meeting was then called to order and roll call was taken. A quorum was present.
Secretary’s Report: The Secretary’s report was presented as printed. A motion was made by St. Francis Creek and seconded by Kellnersville to approve the minutes as printed.
Treasurer’s Report: Ending Balances: Checking: $2458.05. Savings: $4557.97. A motion was made to accept the report as presented by Kiel and seconded by Mishicot. Motion was carried.
Old Business:
1. Contact List: The contact list updates were passed around. Items may be sent to the webmaster for other updates. This includes email addresses, phone number, & contact information. Change: scoralee93@gmail.com.
2. Committee Reports:
a. Emergency Government/Dispatch/Radio: There are tower issues which remain. Rhonda is still looking for mutual aid agreements. After discussion at the radio/JDC meetings and with input from EMS and fire, JDC will be changing the pre-alerts. The tones will be set on the first alert to enable those who work in a loud setting or sleeping to hear their department’s tone. Fire & EMS agree with this change and then a second alert will follow with the details of the call. There was an official motion to accept this change made by Kiel and seconded by Mishicot and the motion carried. There will be no third tone. Unsure of start date yet but probably 2026. We will re-evaluate in 1 year. Emergency government also reports that there is an ICS-EOC interface class 3/18/2026 and Y Cams cards (previously Disaster tags) can be updated again. And work continues the Cleveland tower.
b. Manitowoc County Sheriff Department: Nothing except 1 new hire.
c. Protocols: We are working to get all protocols online including Orange Cross. The new AHA guidelines are out.
d. Disaster/Training: Nothing new.
RTF: no updates
e. Education/Training: Follow the website, HERC, & RTAC emails for educational opportunities. Many seminars via HERC are coming up, Theda Clark, and Froedtert.
f. Medical Directors: Protocol updates ongoing. No one has been hired for EM Track at the state.
g. MABAS: You can put the Mabas cards on your phone. You should go over your life safety cars. 1-1-26 Brillion ambulances will turn into County Rescue. Chilton/CMC ambulances are also changing names.
h. NEW RTAC/HERC: Encouraged to go to websites and look at training, education, and funding.
i. Lakeshore College: spring classes soon
3. County Mutual Aid Agreements: These need to be returned to the Emergency Government ASAP.
4. Nominations: Nominations were opened again. For 2026 we need president and treasurer candidates. Todd Olig from Kiel was nominated for president by Valders and he accepted the nominations. There were no other candidates, and a motion was made by Newton to close the nominations and have the secretary cast a unanimous ballot for Todd. A second from Mishicot. Congratulations and thank you to Todd for running for president.
Lori Krueger from St. Nazianz accepted a nomination for treasurer. A motion was made by Newton to close the nominations and have the secretary cast a unanimous ballot for Lori for treasurer. This was seconded by Mishicot. Motion carried and congratulations and thank you to Lori for running.
5. Audit Committee: Mishicot and Collins audited the books report that they are in order.
New Business:
1. Jurisdictions: Discussions on overlapping areas of territory covered by agencies. We are encouraged to get with your neighbors and clearly work on what you want for agencies assigned. You can then send an official letter to JDC for them to send it into the maps team for changing with dispatch via mapping. This is not fast. Both agencies must sign.
2. Fundraiser: Discussion of a county wide fundraiser like a poker run sign in book for fire and EMS. Discussion but no action.
3. Hypothermia: Dr. Martens said that you may defibrillate frozen if they are in v-fib, but it won’t clinically change anything. End tidal is very good for hypothermia.
4. Presidential duties: Discussion of previous presidential duties and who must do them. Traditionally, the president held a seat on the EMS, JDC, and Radio committees for the county. All these meetings are held during the day, which is a deterrent for potential presidential candidates. Discussion that EMS representation is crucial at these meetings. Discussion was had and there was discussion that the president or a designee from the EMS association could be put into these positions. There was no formal motion on this discussion at this meeting.
5. By-law committee: this group is to review the bylaws and update them on a scheduled basis. Discussion on this time frame, establishing a committee, and going through the by-laws was had. A motion was made by Valders and seconded by St. Nazianz to form a committee and have them look at the president, the expectations of the office, the bylaws in general, and the clarification of what is a voting member and a non-voting member of the group. A committee was tentatively formed with Curt (Kellnersville), John (Francis Creek), Debbie (Newton), and Amy (?).
6. FAP Funds: Discussion on these funds and the $$ available is significant. It is free money, but you must apply for it. Discussion on putting the money into escrow.
7. Thank you: A thank you from the entire organization was made to Mark Knier (Newton) for being the President for the past several years and for his work to make the organization better.
8. Next meeting: Wednesday, January 28, 2026 at Branch at 7:00 p.m.
A motion to adjourn the meeting was made by Valders and seconded by Kiel. The meeting was adjourned at 2100.
